He is the Head Team Physician for Arkansas State University Men’s and Women’s Athletics as well as several NAIA Colleges and multiple public schools. He is a veteran of the US Army and served as a Combat Surgeon in both Forward Surgical Teams and Combat Support Hospitals in Iraq. He is currently the SWAT Physician and a Tactical Medic for the Arkansas State Police SWAT team, and the Jonesboro (AR) SWAT team. He also provides Tactical Medical support to various Federal SWAT operations in his region. He is a Tactical Combat Casualty Care Instructor through the NAEMT, and he has lectured widely on Tactical Medicine and Combat Surgery. He is the Head Medical Instructor at the Law Enforcement Training Academy, which serves Law Enforcement agencies in the northern half of Arkansas. He’s been a Lead SWAT Paramedic for 21 years with both the Arkansas State Police and Jonesboro Police Department. Toby is also a Paramedic with the Craighead County Sheriff’s SWAT Unit, a medical instructor at the Black River Law Enforcement Academy, the coroner for Craighead County for the past 36 years, Certified Medical Legal Death Investigator, and President of Emerson Ambulance Services Inc. Toby is a licensed pilot of airline transport airplanes, commercial helicopters and an instructor for multi-engine airplanes and helicopters. He has used these skills to conduct multiple air search and rescue missions. Toby is a certified instructor of TCCC, ACLS, PALS, and PHTLS. Toby is an expedition alpine, ice, and rock climber with climbs on Mt. He is also a paramedic for Emerson Ambulance Service and a Deputy Coroner for Craighead County in Arkansas. Jeremy has also served as a SWAT medic for the Craighead County Sheriff's Office. Prior to formally starting the foundation, Jeremy was an adjunct instructor, under Dr. Guinn, at the Law Enforcement Training Academy in Pocahontas, Arkansas. His training includes BLS, ACLS, PALS, PHTLS, TCCC and LEFR/TECC to name a few. In 2014, Jeremy traveled to both Cairo and Aswan, Egypt on a medical mission and was asked to write the Mass Casualty protocol for the Germania Evangelical Medical Center in Aswan, which were immediately adopted. Mark Mosier Mark Mosier is a retired lieutenant with the Jonesboro, AR Police Department. His 30 years of law enforcement experience includes active duty U.S. Army Military Police, service with 4 other agencies and as an adjunct instructor with the Black River Technical College-Law Enforcement Training Academy in Pocahontas, AR since their first class in 1999. Lt. Mosier spent 15 years on the Jonesboro P.D. SWAT team as an entry and sniper team member and sniper team leader. As the department’s lead firearms instructor, he is certified to instruct Patrol Rifle, Sub-Machinegun, Glock pistol and less-lethal impact munitions. Lt. Mosier is certified in Wilderness First Aid and assists with the department-wide deployment of bleeding control equipment and training. When not working, he enjoys spending time with his wife and kids, going to the lake and the occasional round of golf. Robert Speer, ASP Ret. Robert began his career with the Arkansas State Police November, 1977, and retired December, 2015. During his 38 years with the State Police, Robert worked as a trooper, post-sergeant, and retired as a lieutenant. At the time of retirement, he was the assistant commander of Troop C and commander of the State Police SWAT. Robert began his tactical career as a sniper for 20 years. In the beginning, he was a troop level sniper and then became a State Police sniper team leader. Robert took over a 30 person State Police SWAT team commander in 2001.   During tenure he has successfully managed hundreds of critical incidents with successful outcomes. In these situations he worked with FBI, HRT/ SWAT teams, DEA, and US Marshalls, along with city and county teams located across Arkansas. In many of these incidents some type of medical attention was needed. Due to the potential volatile environment, tactical doctors and medics became a crucial part of the team. The concept of including the use of doctors and medical staff to the SWAT team became a model for other SWAT teams across the country to incorporate tactical medical care during critical situations.   Robert attended Jonesboro High School and continued his education at Arkansas State University where he played football. He was an All-American football player at ASU, and was drafted by the Atlanta Falcons upon graduation. A former full-time police officer, Dan has been a reserve officer for the Jonesboro Police Department since 1995. He has also been an emergency medical technician since 2002. Dan, formerly, was the Police Commissioner for the Walnut Ridge Police Dept. and has served as high school soccer coach for Crowley's Ridge Academy in Paragould, Arkansas. Graduated early honors class from Abeka Academy. After graduation, Olivia attended Michigan State University. Completed the phlebotomy course at ASU-Newport in 2013 where she was class leader. Worked as the head medical technician for Culpepper Senior Assisted Living Home of Jonesboro, AR where she was on call 24/7 as a first responder and oversaw daily wound care for two years. He is the Team Podiatrist for Arkansas State University Men’s and Women’s athletics. Mike is a Wilderness First Aid Instructor, and a Tactical Emergency Casualty Care Instructor. He has taught numerous WFA and TECC classes in the United States as well as the Colombia to the Special Forces, Air Force, Navy, Marines, and National Police. He is an active member of the Jonesboro Police Reserve Unit. Mike is the founder of the Medical Mission for Children’s Vision International in Bogotá, Colombia. He is an accomplished outdoor enthusiast having completed over 100 marathons and 10 Ironman Triathlons including the World Championship in Kona, Hawaii. Trey Dupuy Trey Dupuy is native of Gillet, Arkansas, who made his home in Jonesboro after graduating from Arkansas State University with a BA in criminology in 2004. Trey’s employment as an officer for the Jonesboro Police Department started in April 2005. In May of 2014, Trey received his promotion to Sergeant and currently serves as second shift patrol Sergeant. During the course of Trey’s career, he has received numerous instructor level certificates. Trey has a passion for training, focusing on firearms and active shooter response. Trey became a member of the Jonesboro Police Department SWAT team in 2012. Trey’s first exposure to tactical combat casualty care (TCCC) has been as a SWAT team member.
